The letter doesn’t stop at copyright, either. It also accuses Character.AI of letting those personas show up in conversations with minors in ways that are sexually exploitative or otherwise harmful. Character.AI, for its part, basically said “your IP, your call” and told Axios it had already pulled the bots in question. That response sounds a lot like a DMCA safe-harbor script—“we act on rightsholder requests”—which is what you expect when a platform wants to look cooperative without admitting liability. But the fact that Disney escalated to a formal letter in the first place is the tell. Studios litigate when they want leverage, precedent, or both.
If you’ve followed Character.AI at all, the safety angle shouldn’t surprise you. This moment is bigger than one takedown wave. It’s a reminder that the fuzzy legal zone around AI “persona” bots was always going to crystalize around two themes: infringement and safety. On infringement, UGC platforms can usually hide behind a notice-and-takedown regime if they move fast. But chatbots that roleplay as protected characters aren’t just random uploads. They’re ongoing services that (a) market themselves based on recognizability, (b) generate derivative expression on the fly, and (c) can be configured to push boundaries the IP owner would never allow. Strip that out, and you’ve got a long slog of original characters and utility agents that must compete on actual usefulness. Some will. Many won’t. If you’re a studio, though, this is opportunity, not just cleanup. The FTC’s Section 5 unfairness authority is plenty broad, and state AGs love a headline. If Disney can frame unlicensed character bots as not just infringing but also vectors for harm to minors, platforms won’t just face IP risk—they’ll face the type of government heat that they can’t growth-hack their way out of.
So yes, Disney swung, Character.AI ducked, and the offending bots are gone—for now. But the message is clear: the era of “we’ll host your fan-made AI version of our most valuable characters and pray nobody important notices” is over.
